Is there a sequencing guideline for J44.0, J44.1 and J18.9 when coding exacerbation of COPD with pneumonia?

In the Official Guidelines in the ICD-10-CM book, you go to Chapter 10: Diseases of the Respiratory System (J00-J99), then go to b or Section I.C.10.b.
